What this portal verifies

• Certificate hash matches the canonical record contents.
• Attestation signature (Ed25519) is valid.
• Verification envelope matches the certified payload.
• Record structure is internally consistent.

Verification outcomes

• Verified: record passed all required cryptographic checks.
• Not Verifiable: required proof material is missing.
• Failed Verification: record does not match its certified state.
